DEPARTMENT / DIVISION:
Municipal Court
Work is performed under the direct supervision of the Administrative Support Supervisor/Municipal Court Clerk and the general direction of the Municipal Court Judge. This is responsible and varied clerical/administrative work of a difficult nature. The employee is responsible for performing complex clerical work, operating with a high degree of independence over specified, standardized activity areas and refers only highly unusual or technical problems to supervisors for decision. Work involves performing a number of highly responsible, detailed tasks essential to the day-to-day functioning of the Municipal Court.
SUPERVISION RESPONSIBILITIES:
In absence of Court Clerk, supervises clerical staff.
WORK PERFORMED:
Monitors caseflow and works closely with the judge and bailiff to ensure expedient traffic flow and professional customer service. Responsible for the issuance of warrants, subpoenas and summonses. In the absence of the Court Clerk, serves in a supervisory capacity over four employees and is responsible for high level decisions. Processes payments received through the mail; organizes payments of files not yet received. Certifies copies of court records as requested from other courts, attorneys, licensing offices and individuals. Initiates and responds to communication with police and other city departments, attorneys, and other governmental agencies relating to court cases, court dispositions and other related issues. Serves as a source of information regarding court procedures. Maintains strict confidentiality of operations and records as required by law. Maintains various reference files, assembles and organizes data, and prepares necessary reports. Researches clerical material and edits for inclusion into reports; recognizes variations and verifies completeness and accuracy of printed material. Responds to difficult issues and citizens interests or complaints, exercising judgment in accordance with applicable regulations and policies. Formulates, recommends, and on approval, implements procedural changes in clerical operations; recognizes and takes reasonable corrective action on minor deviations from normal routine operations. Reviews and verifies documents, general reports, and records for accuracy and conformance to departmental rules and procedures. Performs related work as needed or assigned.
PARTIAL LISTING OF MINIMUM
QUALIFICATIONS:
Graduation from high school and at least three years of relevant, progressively more responsible full-time work experience in paraprofessional, advanced clerical or administrative area. Prefer court management, law or related area, or any equivalent combination of education and experience which would provide the following knowledge, skills, and abilities: Ability to work independently with minimal supervision, assume supervisory responsibilities as needed, and work as a team member. Knowledge of legal language and legal procedures related to municipal court functions. Considerable knowledge of standard offices practices and procedures, equipment and clerical techniques. Ability to operate a variety of office equipment, including microcomputers and other electronic equipment. (Prefer experience with MULES computer system.) Must demonstrate ability to successfully complete the City Clerical Exam and typing test prior to application deadline, write legibly, and utilize correct grammar, spelling and punctuation. Ability to communicate effectively, both orally and in writing with all levels of authority and the general public, and ability to interact in a helpful manner with citizens. Ability to maintain moderately complex records and ensure their confidentiality in accordance with State law. Ability to follow verbal and written instructions; to proofread, research files, and logically organize information; and to work under pressure and to meet deadlines. Ability to work under pressure and to meet deadlines. Ability to establish and maintain effective working relationships with other employees, City officials, and the general public. Ability to handle multiple priorities and sensitive situations. Excellent work history and attendance record. Must be available to work Monday night Court on an ongoing basis. Considerable initiative and ability to make independent decisions are expected.
