DEPARTMENT / DIVISION:
General
Work is performed under the general supervision of an administrator or department head. The employee is expected to demonstrate considerable independent judgment and knowledge in performance of assigned duties. This is advanced and supervisory clerical/administrative work. The employee is responsible for performing complex clerical work, operating with a high degree of independence over specified, standardized activity areas, and refers only highly unusual or technical problems to supervisors for decision.
SUPERVISION RESPONSIBILITIES:
Supervision is exercised over a clerical staff of two or more.
WORK PERFORMED:
Facilitates completion, collection, and flow of required forms/documents such as legal documents or notices, purchase orders/requisitions, job applications, claims and billings, requests for information, travel vouchers, or other forms indigenous to specialized operations. Supervises day-to-day operations of unit or office; schedules, assigns, coordinates, recommends hiring, termination, discipline, and evaluates work of subordinate employees; monitors work performance to assure standards and deadlines are met; counsels employees regarding performance problems; provides training as needed. Assists in preparing departmental budget, as needed; monitors budget expenditures. Maintains filing and recordkeeping systems; recommends new or modified procedures to enhance unit effectiveness. Maintains strict confidentiality of operations and records as directed. Schedules appointments, gives information to callers, takes dictation, and otherwise assists in relieving clerical work and administrative detail; assists subordinate staff in handling complaints and inquiries from the public. Greets visitors, ascertains nature of business, answers inquiries and/or routes the visitor to the appropriate person. Requisitions and furnishes applicable supplies and equipment needed for unit operations; maintains and operates a variety of office equipment. Prepares reports and data and undertakes special clerical research projects, as needed. Performs related duties as needed or assigned.
PARTIAL LISTING OF MINIMUM
QUALIFICATIONS:
Graduation from high school, preferably supplemented by business courses, and five years of general clerical or office experience; or any combination of education and experience which would provide the following knowledge, skills, and abilities: Thorough knowledge of office procedures, practices, and equipment. Thorough knowledge of departmental operations and programs. Some knowledge of supervisory methods and practices. Ability to assign work, train, counsel, and supervise employees. Ability to operate and maintain various office equipment. Ability to prepare reports, maintain records, and make arithmetic computations. Ability to make independent decisions in accordance with departmental policies and procedures. Ability to establish and maintain effective working relationships with other employees and the general public. Excellent work history and attendance record.
