    DEPARTMENT / DIVISION:      Water & Light/Administration
Work is performed under the general supervision of the Department Head. This is responsible professional work involving a variety of specialized tasks in support of departmental management.


    SUPERVISION RESPONSIBILITIES:
Supervision is exercised over clerical support staff.


    WORK PERFORMED:
Plans, organizes, schedules, coordinates, assigns and evaluates the work of clerical support staff. Oversees preparation, approval, distribution, and payment of departmental contracts; prepares correspondence and forms. Handles day to day maintenance issues; hires contractors. Establishes and maintains security program to protect materials and equipment. Departmental Coordinator for Human Resource personnel requisitions, evaluations, grievances and complaints, divisional reorganizations and reclassifications. Assists in preparing departmental budget, and monitors budget expenditures. Oversees the preparation and processing of all council bill requests; prepares reports, memos, general correspondence, and the like as directed by the department head or division head. Plans, organizes bi-annual employee meetings, engages speakers, facilities for meetings. Establishes and maintains employee security program insuring proper and suitable access to Water and Light locations and appropriate tracking and record keeping to protect materials and equipment. Establishes and maintains building security for Water and Light Administration, Engineering, Utility Services and Public Works, including automatic building alarms and security cameras. Maintains W&L Safety manual, used by each division on a monthly basis. Oversees publication of monthly W&L newsletter. Coordinates staff meetings; informs Division heads on issues affecting W&L. Provides services as the Departmental Official Record Custodian and is responsible for Sunshine Law request follow-up, insuring that the appropriate staff responds, time schedules and tracking of costs. Serves as the staff liaison for Water and Light Advisory Board and the Railroad Commission; responsible for communications with members, meeting arrangements, agendas, minutes and coordination with City Clerk on members status changes.


    PARTIAL LISTING OF MINIMUM QUALIFICATIONS:
Graduation from high school, preferably supplemented by business courses, and five years of general clerical or office eperience; or any combination of education and experience which would provide the following knowledge, skills, and abilities: Considerable knowledge of the City budgeting process. Knowledge of effective supervisory practices and techniques. Ability to communicate ideas effectively. Ability to establish and maintain effective working relationships with other employees, contractors, and the general public. Ability to maintain a customer friendly work environment. Ability to plan, organize, coordinate, assign, and evaluate the work of subordinate clerical staff. Excellent work history and attendance record.
