Work is performed under the continuing supervision of the Utility Accounts & Billing Supervisor. This is responsible and varied customer service/administrative work of a difficult nature. The employee is responsible for performing complex analysis of customer issues and is expected to operate with a high degree of independence over specified, standardized work processes and refers only highly unusual or technical problems to supervisors for decision.
SUPERVISION RESPONSIBILITIES:
Generally none; however, the employee in this position provides technical guidance to other employees.
WORK PERFORMED:
Administers customer requests for new service, transfer of service, or disconnection of service. Answers general inquiries from customers and refers as necessary to appropriate personnel; administers interface with other utilities; negotiates payment agreements on delinquent accounts; provides back-up for landlord reversion program. Coordinates returned mail and faxed requests. Provides back-up and assistance for other job classifications. Performs related duties as needed or assigned.

QUALIFICATIONS:
Graduation from high school with training and experience in accounting, business, and customer relations work; or any combination of education and experience which would provide the following knowledge, skills, and abilities: Knowledge of financial recordkeeping and problem solving techniques. Knowledge of customer relations practices, procedures, and techniques. Ability to multi-task; respond to inquiries and complaints using billing software and on-line recourses under pressure. Ability to handle hostile customers; ability to work tactfully and courteously with the public and fellow employees in all City departments. Ability to perform work with a high degree of accuracy; ability to operate a computer and applicable software (such as Microsoft Office), calculator, and other office equipment quickly and accurately. Ability to communicate effectively, both orally and in writing; considerable knowledge of grammar, punctuation, spelling, syntax, appropriate style. Ability to make mathematical calculations and computations accurately; ability to maintain moderately complex to complex records and ensure confidentiality. Excellent work history and attendance record.
