Work is performed under the continuing supervision of the Utility Accounts & Billing Supervisor. This is responsible and varied customer service/administrative work of a difficult nature. The employee is responsible for performing complex analysis of customer issues and is expected to operate with a high degree of independence over specified, standardized work processes and refers only highly unusual or technical problems to supervisors for decision.


    SUPERVISION RESPONSIBILITIES:
Generally none; however, the employee in this position provides technical guidance to other employees, and has a function of responsibiity over speciic programs or operations.


    WORK PERFORMED:
Administers shut-off process for delinquent accounts per City ordinance; liaison with appropriate outside agencies providing utility assistance; monitors and ensures all pledges are paid in a timely manner. Administers process of turning over delinquent metered and un-metered accounts to a third party collection agency per City ordinance; liaison with agency regarding payments from customers. Administers the new construction process. Coordinates with Water and Light and Public Works on new locations and attaches services. Administers new construction customers. Negotiates payment agreements on delinquent accounts and agreements that are un-kept. Investigates and performs follow-up on documented customer fraud accounts; maintains non-cash deposits for commercial customers; sets up service for commercial customers. Administers landlord reversion program. Assists UAB Manager with administration of budget and monitors payment of UAB accounts and contracts. Performs back-up and assistance for other job classifications. Performs related duties as needed or assigned.


    PARTIAL LISTING OF MINIMUM QUALIFICATIONS:
Graduation from high school with two years of training and experience in accounting, business, and customer relations work; or any combination of education and experience which would provide the following knowledge, skills, and abilities: Knowledge of financial recordkeeping and problem solving techniques. Knowledge of customer relations practices, procedures, and techniques. Ability to multi-task; respond to inquiries and complaints using billing software and on-line recourses under pressure. Ability to handle hostile customers; work tactfully and courteously with the public and fellow employees in all City departments. Ability to perform work with a high degree of accuracy; operate a computer and applicable software (such as Microsoft Office), calculator, and other office equipment quickly and accurately. Ability to communicate effectively, both orally and in writing; considerable knowledge of grammar, punctuation, spelling, syntax, appropriate style. Ability to make mathematical calculations and computations accurately; maintain moderately complex to complex records and ensure confidentiality. Excellent work history and attendance record.
