    DEPARTMENT / DIVISION:      Law/City Counselor
Work is performed under the general supervision of the City Counselor. The employee is expected to exercise considerable independent judgment and discretion in the performance of a variety of job duties. This is responsible paraprofessional work.


    SUPERVISION RESPONSIBILITIES:
None; however, the employee may be required to provide direction/training to new employees and/or interns.


    WORK PERFORMED:
Plan and organize office and work flow activities to meet unit objectives in a timely manner; evaluate work procedures and methods to ensure quality, effectiveness, and efficiency of operations; anticipate events, trends, consequences, and problems. Oversee the organization and initial preparation of legislation and other documentation to be considered by the City Council. Conduct routine and specific legal research and data compilation as directed by attorneys. Gather documentation and information necessary to initiate collection cases and condemnation cases. Prepare initial drafts of petitions for routine collection and condemnation cases. Organize and maintain case files. Assist attorneys in preparation of other court documents such as request for special process server, pretrial motions, interrogatories, requests for admissions, default judgments, post trial motions, appellate briefs, etc. Maintain and facilitate updates to City Code of Ordinances; verify accuracy of both written and electronic versions; disseminate quarterly supplements to City departments and outside agencies. Facilitate completion, collection, and flow of required forms/documents such as legal documents or notices, purchase orders/requisitions, job applications, claims and billings, requests for information, travel vouchers or other forms as directed by attorneys. Maintain and process personnel requisitions, payroll requisitions, evaluations and timesheets; monitor eligibility for sick-leave buyback and floating holiday payout. Maintain various reference files, assemble and organize data and prepare necessary reports. Maintain and verify purchasing information and accounts receivable files; order and maintain supplies and equipment. Establish control procedures for document handling and storage in accordance with applicable laws and regulations. Facilitate initial preparation of departmental budget; monitor budget expenditures. Maintain filing and record keeping systems; recommend new or modified procedures to enhance unit effectiveness. Provide information and assistance to general public inquiries; respond to telephone inquiries. Maintain strict confidentiality of operations and records as directed.


    PARTIAL LISTING OF MINIMUM QUALIFICATIONS:
Graduation from high school (college, business school or paralegal training preferred); and two years of paraprofessional experience; or any equivalent combination of education and/or experience which would provide the required knowledge, skills, and abilities. Considerable knowledge of general office procedures and processes. Considerable knowledge of computer operations/applications. Successful completion of the City Clerical Exam and typing test prior to application deadline. Ability to organize workload and comply with priorities and deadlines. Ability to establish and maintain an effective record keeping system. Ability to communicate effectively, both orally and in writing. Ability to prepare clear and concise reports. Ability to establish and maintain effective working relationships with other employees and the general public. Ability to prepare oral and written reports, presentations, and recommendations. Excellent work history and attendance record.
