DEPARTMENT / DIVISION:
Human Resources
Work is performed under the general supervision of the Human Resources Director. The employee is expected to exercise considerable independent judgment and discretion in the performance of job duties. The employee performs a variety of paraprofessional tasks relating to the administration of the City's employee benefits, records, training, and other personnel services.
SUPERVISION RESPONSIBILITIES:
None; however, the employee may be required to provide direction/training to new employees, temporary employees and/or interns.
WORK PERFORMED:
Processes all payroll and benefit changes and enrollments. Maintains all permanent pay and benefit records on active and inactive employees, including performance evaluations, requisitions, and other personnel-related matters. Answers pay and benefit questions as needed; assists plan participants with claims-related appeals and hearings. Handles disability and/or regular retirement, insurance claim forms, records, etc. Determines employee eligibility and administers various City awards programs. Responds to records requests and coordinates records for off-site storage. Maintains department internet and intranet web site; coordinates monthly newsletter information updates; handles tuition reimbursement requests. Meets with new employees and distributes various documents pertaining to employment. Conducts/assists with trainings such as Lunch & Learn sessions, sexual harassment, benefits, and new employee training; attends job fairs. Administers evaluation, photo ID and E-Verify programs. Schedules monthly employee meetings with deferred compensation representatives. Provides technical assistance to the Human Resources Director as needed. Cross-trains on essential duties of other Human Resources Technicians and departmental staff to provide assistance as needed. Performs related duties as needed or assigned.
PARTIAL LISTING OF MINIMUM
QUALIFICATIONS:
Graduation from high school; (college or business school training preferred); and two years of experience working with employee records, benefits and other personnel documentation, or any equivalent combination of education and/or experience which would provide the following knowledge, skills, and abilities: Considerable knowledge of general office procedures and processes Considerable knowledge of computer operations/applications and those specific to human resources. Successful completion of the City Clerical Exam and typing test prior to application deadline. Knowledge of record-keeping systems. Knowledge of proper standards and techniques for maintaining personnel records. Ability to establish and maintain an effective personnel record keeping system. Ability to organize workload and comply with priorities and deadlines. Ability to prepare and process all payroll and benefit changes and enrollments in a timely manner. Ability to communicate effectively, both orally and in writing. Ability to prepare oral and written reports, presentations, and recommendations. Ability to establish and maintain effective working relationships with other employees and the general public. Ability to prepare oral and written reports, presentations, and recommendations. Excellent work history and attendance record.
