DEPARTMENT / DIVISION:
Public Works/Fleet Operations
Work is performed under the general supervision of the Fleet Operations Manager. This is professional supervisory and highly skilled work in the Fleet Operations Division and the Girssum Building and grounds facility management.
SUPERVISION RESPONSIBILITIES:
Supervision is exercised over four subordinate supervisors and their assigned crews plus an additional crew of mechanics, parts personnel, vehicle service workers and maintenance assistans.
WORK PERFORMED:
Plans, organizes, schedules, assigns, and evaluates the work of subordinate supervisors over crews of mechanics, parts personnel and maintenance assistants operating 24 hours daily; provides training and counseling, as needed. Routinely makes complex repair decisions having significant operational and budgetary impacts on customer agencies. Assures that proper safety standards and precautions are followed: Assists the Fleet Operations Manager in the preparation of the annual budget for activities supervised; assists with researching and preparing specifications for vehicles and equipment; assists with the facility management of the Pubic Works operations center; maintains records and prepares reports related to the work; investigates and prepares incident reports, insurance documents for liability claims, injuries and vehicle or equipment accidents; assures work is completed according to proper standards. Controls the expenditure of budgeted funds; maintains general inventory of parts, tools, and supplies. Analyzes and evaluates maintenance functions; initiates or recommends new or improved practices. Organizes safety programs and other training for supervisors and other employees. Investigates and takes appropriate action or makes recommendations in response to customer complaints or inquiries; initiates improvements to eliminate individual, crew and division-wide performance problems. Supervise and maintain a Missouri State Safety Inspection Station Certification which requires testing and permitting of the Shop Superintendent and assigned mechanics. Supervises the completion of Federal Transit Authority maintenance procedures and standards which are evaluated by an external agency every three years. Ensures that equipment is in proper working order; oversees and coordinates preventive maintenance and repairs on equipment. Performs highly skilled work requiring performance of hands-on diagnostics and critical repairs exceeding the capability of assigned personnel and overseeing mechanical repairs at locations where City equipment is used. Work may be performed in inclement weather at remote locations and in emergency situations. Operates equipment and tools as needed to perform repairs on critical equipment and vehicles. Stoops/bends/twists to access components of equipment and vehicles for repair; lifts/carries tools and parts weighing up to 100 pounds. Performs related duties as needed or assigned.
PARTIAL LISTING OF MINIMUM
QUALIFICATIONS:
Graduation from high school and vocational technical school and six years of progressively responsible experience in the maintenance and repair of gasoline and diesel vehicles and equipment, including three years supervisory experience; or any equivalent combination of education and experience which would provide the required knowledge, skills, and abilities: Thorough knowledge of standard practices, methods, tools, materials and equipment of the automotive and mechanical trades. Thorough knowledge of the occupational hazards connected with vehicle maintenance and repair of relevant safety standards and precautions. Considerable knowledge of effective supervisory methods, practices, and techniques; and knowledge of effective and proper maintenance practices and standards pertaining to area of specialty. Ability to plan, organize, schedule, assign, and evaluate the work of subordinate supervisors and other staff; and train and counsel subordinate employees. Considerable knowledge of inventory control procedures in an evolving technical field. Ability to organize and implement effective safety and training programs for employees engaged in equipment operation and maintenance work. Ability to use and maintain bench and hand tools, machines and test equipment of the automotive and mechanical trades in a safe, efficient manner. Ability to keep records and prepare reports. Ability to establish and maintain effective working relationships with other employees, vendors and the general public. Ability to communicate effectively, both orally and in writing. Excellent work history and attendance record. Possess and maintain a Missouri Motor Vehicle Inspector's permit issued by the Missouri Division of Public Safety and a Refrigerant Recovery and Recycling Permit issued by the National Institute for Automotive Service Excellence. Possess and maintain a valid Missouri Driver's License, and an excellent driving record.
