Parks & Recreation
Work is performed under the general supervision of the Park Services Manager. This is highly skilled and supervisory maintenance and repair work of City-owned vehicles and equipment.
SUPERVISION RESPONSIBILITIES:
Supervision is exercised over five or fewer employees including Mechanics, Equipment Operators, and seasonal employees.
WORK PERFORMED:
Plans, organizes, schedules, assigns, and evaluates the work of subordinate employees; trains and counsels employees, as needed. Assures that proper safety procedures are followed and that appropriate safety standards are met. Prepares work orders; assures adequate supplies, materials, and equipment; orders supplies and materials, as needed. Performs and/or supervises general overhaul of vehicles and equipment including disassembly as required, repairing or replacing of damaged or malfunctioning parts or mechanical units. Maintains computerized records of services performed by staff and other agencies. Utilizes diagnostic equipment and corrective tools including, but not limited to; air impact wrenches, ignition scope, brake drum, rotor/metal lathe, drill press/mill, hydraulic press, valve/bench grinder, torch/gas/electric/wire/cutting welder, front end machine and wheel balance, air drills and plasma arc. Assists with preventive maintenance inspections and troubleshooting inspections, evaluates conditions and determines extent of repair work to be performed. May perform repairs and service on turf , golf, mowing equipment, small engines and related equipment such as chain saws, water pumps, weed eaters, golf carts and utility vehicles. Drives/operates vehicles and equipment such as 90 degree aerial platform, grader, scraper, track loader, five-ton military wrecker, skidloader, dump truck, stump grinder, backhoe, forklift, semi-tractor/trailer, and bus. Performs service calls to repair or recover inoperable equipment. Duplicates keys for vehicles and facilities. Responsible for annual update of vehicle safety packets and fire extinguishers.. Compiles both monthly and annual reports, checks employee time records and time off requests. Maintains automated fuel system, bulk fuel inventory, programs and assigns employee fuel keys; maintains equipment records, assists with planning future equipment needs, and prepares new vechicle specifications. Oversee the purchase of new equipment, and process into City ownership. Responsible for monitoring and use of fleet operating budget. Trains employees in preparation for CDL licensing, and makes all testing arrangements. Provide support for city wide special events and various recreation programs; works with other City departments and citizen volunteer groups. Assists with park maintenance or construction projects as needed. Responsible for receiving and/or unloading of incoming freight shipments. Maintain dispatch system of specialty equipment, prepares and schedules vehicles for trips and events. Responsible for proper methods of surplus, hazardous waste disposal, metal and petroleum recycling. Responsible for Park Management Center compound and storage facilities. Maintains inventory of compressed gasses for department use. May be assigned to wear a respirator and/or self contained breathing apparatus (SCBA) as needed. Performs related duties as needed or assigned.
PARTIAL LISTING OF MINIMUM
QUALIFICATIONS:
Graduation from high school or vocational school and six years of progressively responsible experience, including supervisory experience, in the maintenance and repair of gasoline and diesel vehicles and equipment, including specialized golf and turf equipment ; or any equivalent combination of education and experience which would provide the required knowledge, skills , and abilities. Thorough knowledge of standard practices, methods, tools, materials and equipment of the automotive and mechanical trades. Thorough knowledge of the occupational hazards connected with vehicle maintenance and repair and of relevant safety standards and precautions. Knowledge of effective supervisory practices and techniques; and ability to plan, organize, schedule, assign, and evaluate the work of subordinate employees. Thorough knowledge of computer operation and the ability to use word processing, data bases, spreadsheets, and relevant software programs such as HTE financial and Fleet software, Rec Trac facility software, and automated fuel key codes. PetroVend fuel system software. Ability to troubleshoot and diagnose problems relating to the safe and effective operation of gasoline and diesel vehicles and equipment. Ability to use and maintain bench and hand tools, machines and test equipment of the automotive and mechanical trades in a safe, efficient manner. Ability to fabricate equipment parts, tools, and recreational equipment. Ability to perform manual labor as needed, including lifting/carrying automotive parts or equipment weighing up to 100 pounds. Ability to drive/operate vehicles and equipment. Ability to establish and maintain effective relationships with other employees. Ability to communicate effectively, both orally and in writing. Excellent work history and attendance record. Ability to wear a respirator and/or self-contained breathing apparatus (SCBA) as outlined in the Industrial Standard for Respirator Use. Possess and maintain a valid Missouri Commercial Driver's License, Class A, air-brake qualified, with passenger endorsements.
