DEPARTMENT / DIVISION:
Public Works/Fleet Operations
Work is performed under the managerial direction of the Public Works Operations Manager. This is management and supervisory work overseeing fleet operations of City-owned vehicles and equipment.
SUPERVISION RESPONSIBILITIES:
Supervision is exercised over subordinate shift supervisors and other support employees.
WORK PERFORMED:
Manages, supervises, and evaluates the work of subordinate supervisors and other staff; trains and counsels employees, as needed. Assures proper safety procedures are followed and appropriate safety standards are met; orders safety equipment; investigates accidents and injuries; initiates preventative measures. Plans, directs, formulates, and prioritizes divisional policies and procedures relative to general operations, training, parts and supplies acquisition, outside vendor services, and the like. Evaluates and makes recommendations regarding the cost effectiveness and efficiency of in-house maintenance operations and repairs versus similar operations of outside vendors. Provides expert instruction and direction to supervisors and mechanics; researches technical manuals or outside sources. Prepares annual division budget; provides necessary research and documentation evaluating working procedures in comparison with outside standards; makes necessary recommendations and establishes new standards when appropriate. Maintains division time sheets, prepares bi-weekly payroll, and schedules/approves employees' time off. Prepares divisional vehicle and equipment specifications; provides assistance to other divisions/departments for equipment/vehicle specification preparation. Monitors proper maintenance and repair of all city-owned vehicles and equipment; provides assistance in determining economic replacement schedule. Keeps current of all new material and technology developments affecting the area of fleet management and maintenance. Monitors Grissum building undergfround storage tank program for compliance with federal and state regulations. Establishes and maintains good customer relations, both inside and outside of the City organization. Manages building maintenance and organization of the Public Works Operation Facility, including employee and City vehicle parking, traffic flow, stormwater discharge, fueling stations, employee work and break areas, and administrative area; responsible for maintenance and upkeep of building structure. Responsible for organization of equipment storage and equipment flow for operations; orders parts, safety equipment, chemicals, and various equipment for facility operations; assists in preparation of annual facility budget. Responsible for proper operation of fueling stations, meeting federal and state regulations of fueling stations; keeps current of new regulations and guidelines for fueling stations. Responsible for security of the Operations Facility, including key card system; and responsible for environmental impact of the Operations Facility. Performs related duties as needed or assigned.
PARTIAL LISTING OF MINIMUM
QUALIFICATIONS:
Possession of a Bachelor's degree in Business Administration or related field and six years of progressive supervisory experience in the area of fleet management and maintenance; or any equivalent combination of education and experience which would provide the following knowledge, skills, and abilities: Thorough knowledge of standard practices, methods, tools, materials, and equipment of the automotive and mechanical trades. Thorough knowledge of the occupational hazards connected with vehicle maintenance and repair and of relevant safety standards and precautions, including environmental regulatory requirements. Considerable knowledge of effective practices, methods, and procedures related to vehicle maintenance shop operations. Considerable knowledge of effective supervisory practices and techniques. Ability to plan, organize, schedule, assign, and evaluate the work of subordinate supervisors and other staff. Ability to plan, organize, direct, and evaluate overall division effectiveness and to initiate improvements. Ability to troubleshoot and diagnose problems relating to the safe and effective operation of gasoline and diesel vehicles and equipment. Considerable knowledge of computer operations and applications specific to fleet management. Ability to establish and maintain effective relationships with other employees and vendors. Ability to communicate effectively, both orally and in writing. Excellent work history and attendance record. Possess and maintain a valid Missouri driver's license and an excellent driving record. A commercial driver's license is preferred.
