Welcome to the City of Columbia’s Community Development Department. Our mission is to help our customers PLAN, BUILD, and CARE for the city.

PLAN

Planning & Development contributes to the shaping of the city as a whole, by areas and neighborhoods, and by proposed development sites. The division is responsible for neighborhood and comprehensive planning (Columbia Imagined Plan), staffs the Columbia Area Transportation Study Organization (CATSO), administers the historic preservation program, and reviews development requests including annexation, zoning changes, subdivisions, development plans, conditional use permits, and street and easement changes.

BUILD

Building and Site Development is a one-stop shop for individuals planning improvements to their properties. The division reviews construction plans, issues permits, performs inspections, and enforces ordinances that ensure safe buildings and a healthy environment. It also manages the updating of construction codes, licensing of contractors and trades, and collects fees related to new construction

CARE

The Office of Neighborhood Services helps to improve neighborhood conditions through the licensing and inspection of rental properties and proactive code enforcement. Neighborhoods are built up through capacity building programs and coordinated communication. A number of volunteer opportunities throughout the city are available. Home ownership and repairs are supported through the management of federally-funded grants.

 

Registration for the February 20 HomeWorks Home Maintenance Training is now open!
This free informational class for homeowners and other interested individuals covers basic home repairs, preventative home maintenance, how to decide between doing-it-yourself or hiring a contractor, and insulation and energy efficiency. The training will be held on Saturday, February 20, from 9:00 a.m. to 1:00 p.m. at the Family Impact Center, 105 E. Ash St., Ste. 200 (2nd Floor).

Attendees may purchase a home maintenance book for $25 (cash or check only). Purchase of a book is not required. Please bring your own refreshments.
