The mission of the Office of Neighborhood Services is to improve the quality of life for Columbia’s residents through fairly and swiftly enforcing city codes related to residential life and build a sense of community by offering valuable volunteer opportunities, providing resources for neighborhood leaders to solve issues independently and managing donations to support our community.
Section 29-6 of the City of Columbia's Code of Ordinances states the following restrictions and the definition of a group home:
Group homes for individuals living with mental and/or physical disabilities are allowed under the following restrictions:
A group home for individuals living with mental and/or physical disabilities defined as any home in which eight (8) or fewer mentally or physically handicapped persons reside, and may include two (2) additional persons acting as house parents or guardians who need not be related to each other or to any of the persons residing in the home.

You must also complete the group home application and submit it to the Community Development Department at the following address:
