Prior to the adoption of Ord. 17821 on 09/02/2003, Section 14-223 read as follows.


    (a) No person shall drive a vehicle on any street at a greater speed than is reasonable and approved under conditions then and there existing.

    (b) No person shall, where no special hazard exists, drive a vehicle at a speed in excess of the following:

    (1)    Fifteen miles per hour, night and day:

         a.  In any alleys.

         b.  Exit Drive, from Terminal Drive to South Airport Road.

        c.  Terminal Drive, from South Airport Road to Exit Drive.

    (2)    Twenty miles per hour:

        a.    In the central business district and on Ninth Street from Elm Street to Conley Avenue.

        b.    In signed school speed limit zones without flashing yellow lights between the hours of 7:00 a.m. and 4:30 p.m. on school days.

        c.    In the University of Missouri Campus, as defined in section 14-1, and on Rollins from College Avenue, east to its terminus.

        d.    On William Street from Broadway to Rollins Street.

        e.    On Ann Street from Broadway to Anthony Street.

        f.    On Anthony Street from William Street to Ann Street.

        g.    On Walnut Street from College Avenue to Melbourne Street.

        h.    In signed school speed limit zones with flashing yellow lights, when the yellow lights are flashing.

    (3)    Thirty miles per hour, night and day, on all streets not herein more particularly specified.

    (4)    Thirty-five miles per hour, night and day, on:

        a.    U.S. Business Loop 70.

        b.    State Route 763 (Tandy, Price and College Avenue), from Business Loop 70 to Route 740 (Stadium Boulevard).

        c.    Range Line Street, from Business Loop 70 to Vanwood Way.

        d.    Old 63, from Business Loop 70 to Stadium Boulevard.

        e.    State Route K (Providence Road from Interstate 70 to Route 740 (Stadium Boulevard)).

f.    State Route PP (Clark Lane), from U.S. 63 Connector to seven hundred eighty-five (785) feet west of Hanover Boulevard.

         g .    State Route TT (West Broadway), from Clinkscales Road to Fairview Road.

         h .    I-70 Drive Southwest, from Business Loop 70 to Route 740 (Stadium Boulevard).

         i .    Vandiver Drive, from Providence Road to Paris Road (State Route B).

         j .    West outer roadway along the west side of State Route 163 (Providence Road).

         k .    Forum Boulevard from Nifong Boulevard to eight hundred (800) feet south of Hinkson Creek Bridge.

         l .    Forum Boulevard from nine hundred (900) feet south of Highridge Drive north to Stadium Boulevard.

         m .    Brown Station Road from its south intersection with Route B to two hundred (200) feet north of Rutledge Drive.

         n.    State Route AC (Grindstone Parkway) from Providence Road to 520 feet east of the centerline of Buttonwood Drive.

    (5)    Forty miles per hour, night and day, on:

        a.    Brown Station Road, from its north intersection with Route B to two hundred (200) feet north of Rutledge Drive.

        b.    State Route E (Stadium Boulevard), from Interstate 70 to Industrial Drive.

        c.    State Route 740 (Stadium Boulevard), from Interstate 70 to one thousand (1,000) feet south of Route TT (West Broadway).

        d.    State Route 740 (Stadium Boulevard), from one thousand (1,000) feet west of Route K (Providence Road) to three hundred (300) feet east of Old Route 63.

        e.    State Route B, from Business Loop 70 to Vandiver Drive .

        f.    State Route WW (East Broadway), from U.S. Route Business 63 to one thousand (1,000) feet east of U.S. Route 63.

        g.    Nifong Boulevard, from Providence Road to Bethel Road.

        h.    Nifong Boulevard, from Bethel Road to west city limit .

        i.    I-70 Drive Southwest, from Stadium Boulevard to the west city limit.

        j.    Old 63 from Stadium Boulevard to U.S. Route 63.

         k.    South Airport Road, from 0.8 mile south of State Route H to Angel Lane.

    (6)    Forty-five miles per hour, night and day, on:

        a.    Range Line Street, from Vanwood Way north to the north city limits.

        b.    State Route TT, from Fairview Road to south city limits.

        c.    State Route PP, from seven hundred eighty-five (785) feet west of Hanover Boulevard to Crump Lane.

        d.    State Route ZZ, from Route TT to the west city limits.

        e.    I-70 Drive Southeast, from U.S. Route 63 to Woodridge Drive.

        f.    I-70 Drive Southwest, from Route 740 (Stadium Boulevard) to the west city limits.

        g.    I-70 Drive Northwest, from Route E to the west city limits.

        h.    Outer roadways along U.S. Route 63 (South).

        i.    Forum Boulevard from eight hundred (800) feet south of Hinkson Creek bridge to nine hundred (900) feet south of Highridge Drive.

        j.    Nifong Boulevard from Providence Road to a point 0.75 miles east of Providence Road.

        k.    Nifong Boulevard from Old 63 to 0.04 miles east of Bearfield Road.

        l.    State Route B, from Vandiver Drive to five hundred thirty-four (534) feet north of East Brown Station Road.

    (7)    Fifty miles per hour, night and day, on:

        a.    Route 740 (Stadium Boulevard), from one thousand (1,000) feet south of Route TT (West Broadway) to one thousand (1,000) feet west of Route K (Providence Road).
         b.    State Route E (Stadium Boulevard), from Industrial Drive to the north city limits.

        c.    State Route WW, from one thousand (1,000) feet east of U.S. Route 63 to the east city limits.

        d.    State Route K, from Route 740 (Stadium Boulevard) to three thousand two hundred (3,200) feet south of Route 740.

        e.    State Route PP, from Crump Drive to east city limits.

        f.    Nifong Boulevard from 0.75 miles east of Providence Road to 0.04 miles east of Bearfield Road.

g.    State Route KK, portions within city limits from Old Mill Creek Road to State Route K.

h.    State Route B, from five hundred thirty-four (534) feet north of East Brown Station Road to five hundred twenty-seven (527) feet north of the U.S. 63 northbound ramps.

i.    State Route AC (Grindstone Parkway) from 520 feet east of the centerline of Buttonwood Drive to Bluff Creek Road.


    (8)    Fifty-five miles per hour, night and day, on:

        a.    State Route K (Providence Road), from three thousand two hundred (3,200) feet south of Route 740 to south city limits.

        b.    I-70 Drive Southeast, from Woodridge Drive to the east city limits.

        c.    State Route B, from five hundred twenty-seven (527) feet north of the U.S. 63 northbound ramps  to the north city limits.

        d.    U.S. Route 63 (South), from Interstate 70 to the south city limits.

        e.    State Route 740 (Stadium Boulevard), from three hundred (300) feet east of Old 63 to U.S. Route 63 (South).

         f.    South Airport Road, from State Route H to 0.8 mile south of State Route H.
